[김현우 기자 = 경기북부/강원] 11월 30일 동해시의회는 제313회 동해시의회 제2차 정례회 제2차 예산결산특별위원회를 개최하고, 2022년도 기금운용계획안 및 세입·세출 예산안에 대한 부서별 심의에 돌입했다고 밝혔다.

 

2022년도 세입·세출 예산안의 전체 규모는 올해보다 12%, 554억원이 증가한 5,085억원으로, 일반회계 4,497억원, 특별회계 454억원, 기금 134억원이며, 경상경비를 최대한 절감하는 한편 지역경기 활력과 현안사업 마무리, 그리고 주민불편 해소와 미래산업 발굴육성 등 선택과 효율성 제고에 중점을 두고 편성됐다고 했다.

 

이날 개최된 제2차 예산결산특별위원회에서는 2022년도 기금운용계획안을 심의·의결하고, 기획감사담당관, 홍보소통담당관, 농업기술센터, 평생교육센터 등 4개 부서 소관 2022년도 세입·세출 예산안을 심의했다고 했다.

 

이정학 의원은 “시민장학기금 조성 활성화를 위한 노력은 물론, 저출산 시대 학생수 감소 등 교육환경 변화에 효율적으로 대응하여 장학사업이 지역의 미래 인재 육성에 기여해야한다”고 촉구했다.

임응택 의원은 “어려운 예산서는 시정에 대한 시민의 관심을 멀게 하고 지방자치, 지방분권 발전에 걸림돌이 된다”며, “누구나 쉽게 이해할 수 있도록 예산서를 만들어서 시민 누구나 동해시의 살림살이를 쉽게 볼 수 있도록 개선해 나가야한다”고 주문했다.

 

박주현 의원은 “옥외광고기금을 활용하여 간판정비사업을 추진하고 있는 것으로 안다”며, “사업 추진 시, 지역주민의 의견수렴과 적극적인 참여를 유도하여 지역특성에 맞는 디자인 설계로 아름답고 깨끗한 거리를 조성해주길 바란다”고 당부했다

 

최석찬 의원은, 소규모 주민숙원사업 예산이 2억원 증액된 것을 지적하며 “선심성 행정으로 시민의 혈세가 잘못 쓰이는 일이 없도록, 사업목적을 명시하고 철저한 기준에 의거하여 예산 집행이 이루어져야한다”고 강조했다.
